Ratio reports are commonly used to show the number of applications or interviews it takes to get a certain result (ie. a hire, an offer, etc…). Ultimately, ratios allow you to compare a segment to the whole.

Build: A ratio report is a segmentation report that is visualized as a ratio. Go to Reports and select Build, then choose Segmentation.
Filters: The filter section will determine what the whole of the ratio is. For example, if you are creating an applications to hires ratio, total applications is the whole.
Group By: The field you should group by is the one that distinguishes the part of the whole you want to report on. If you are not able to isolate just one segment or part, you will need to create a calculated field.

Before building the report, you need to ensure the segment you want to report on is defined and is one value in a grouping. For example, if you want to create a ratio report looking at number of applications it takes to get to an offer, you need to ensure that one segment of the report is the number of applications that made it to offer.
If the segment you want to report on is defined by multiple values, you will need to create a Calculated Field that will allow you to isolate the segment. For example, if you want to report on the ratio of phone screens that results in an applicant making it to onsite interview stage, the segment you need cannot be isolated by a single field.
